LAS VEGAS (AP) — General Motors said Tuesday it has registered with Formula One's governing body to become an engine supplier starting in 2028 in what is seen as a huge boost to Michael Andretti's bid to join the global motorsports series. “We are thrilled that our new Andretti Cadillac F1 entry will be powered by a GM power unit,” GM President Mark Reuss said. GM in January announced its partnership with Andretti Global under its Cadillac banner on Andretti's application to join F1. GM doesn't have its own F1 power unit and said its effort would be in conjunction with an existing manufacturer. If Andretti gets approved to join an expanded F1 grid, he would have to use another manufacturer's engine until 2028.

Stewards ruled, in a lengthy statement, that Haas had presented no significant and relevant new element that was unavailable to them at the time of the Oct. 22 race in Austin, Texas. The decision was reached after a virtual hearing that started on Wednesday and was deferred to Thursday. Haas, last in the championship, sought the review during last weekend's Sao Paulo Grand Prix because they believed some rivals exceeded track limits without sanction. The U.S.-owned team argued that the track limit infringements were "neither noted, nor investigated nor penalized by the stewards as reflected in the final classification." The stewards found the onboard camera footage of Albon's Williams and following cars was significant but not new, previously unavailable or relevant.

SAO PAULO, Nov 3 (Reuters) - Carlos Sainz was fastest in a Ferrari one-two with Charles Leclerc in Friday's sole practice session for the Sao Paulo Grand Prix, with other top teams keeping a lid on their true potential. Sainz lapped with a best time of one minute 11.732 seconds, with Leclerc -- polesitter for the past two races -- 0.108 slower and both after late runs on the fastest soft tyres on a windy afternoon. Russell had been top of the timesheets until Ferrari bolted on the soft tyres near the end of the hour. Triple world champion Max Verstappen was only 16th fastest, with Red Bull team mate Sergio Perez 18th but both set their times on the hard tyre. The double world champion lapped his team's home Red Bull Ring with a fastest time of one minute 04.440 seconds on a drying track to complete a qualifying double after securing pole on Friday for Sunday's main grand prix. Red Bull have won all of them, Verstappen six. "It's nice to have a lockout in the Red Bull Ring for the team," said the Mexican, who was 0.493 slower than his team mate. "The sprint race doesn't really matter anyway," said Hamilton, who had his fastest effort deleted for exceeding track limits and was then overtaken by Verstappen while trying to set a valid lap. The race will be the second standalone sprint of the season after Baku, won by Perez in April.

Russell brought out the safety car when he hit the wall on lap 12. Stroll started 16th after a three-place drop for impeding. Gasly pitted just before the safety car period, while Ocon came in during it from fourth place. The German pitted on lap 11 before the safety car was deployed and fell back due to tyre degradation. Magnussen started 13th on hard tyres and stayed out when the safety car was deployed.

Ferrari's Charles Leclerc, who had been hoping for his third home pole in a row, had to settle for third while Verstappen's team mate and closest title rival Sergio Perez crashed and will start last. "I think that is one of the best laps he’s ever driven in qualifying," said Horner of his champion's 23rd career pole. Last year's winner Perez, 14 points behind Verstappen after five races, crashed at the Sainte Devote first corner in the opening session. The Mexican crashed in the final phase of qualifying last year but started third, and ahead of Verstappen. Hamilton started fifth but pitted a lap before the safety car was deployed, dropping to 10th. Leclerc, second in the Saturday sprint, started on pole position and took his team's first podium finish of the season. Norris started seventh, lost out when he pitted before the safety car but managed to pass Hulkenberg to move into the points.
